The floating Rakuga Kingdom is running out of the energy created by free doodles, so its army attacks Kasukabe to force more drawings into existence. Armed with the kingdom’s Miracle Crayon, five-year-old Nohara Shinnosuke joins the living doodles as the Almost Four Heroes. Their effort to reclaim Kasukabe is complicated when they learn the doodles dissolve in water and rain threatens to fall.
