Surveillance captures Winnie, an overprotective young woman, and her disabled brother, Stevie, as they become entangled in a bomb plot involving inept anarchists, ambitious police, and a corrupt politician. Winnie’s boyfriend, Conrad Verloc, is both a political activist and police informant, while Special Crimes Sergeant Kylie Heat assembles the evidence surrounding the siblings’ dangerous path.
