In 1980s Hong Kong, mainland refugee Chan Lok-kwun enters underground fights to survive in Kowloon Walled City. After crime boss Mr. Big betrays him during an attempt to buy a fake ID, Chan steals drugs and seeks refuge inside the Walled City, where he meets Cyclone, a compassionate but authoritative crime lord.
