A team of local animal control workers finds its life complicated by the contrast between straightforward animals and difficult humans. Their leader, Frank, is an opinionated and eccentric officer who understands animals with extraordinary ability. Once a police officer, he tried to expose corruption in his department and was fired, leaving him cynical and curmudgeonly, though he remains the most well-read person in the room despite never attending college.
