Police captain Pavel Semyonov works in a residential district of St. Petersburg, breaking up drunken fights and making arrests in drug dens. After saving a businessman's daughter, he is transferred to Nevsky Prospekt through her grateful father, Latyshev. Pavel soon suspects the move serves plans he has not been told about, while his pursuit of a mysterious killer known as Rafael further complicates matters. At home, his wife Yulia and son Sasha await him, and friends from his old district remain dependable allies.
