In New York, drug lord Damian develops a substance with shocking effects, and a series of accidental deaths sends the DEA and police searching for him. With help from a private scientist and a DEA insider, Damian eliminates competitors, while Mayor Martinez travels from Peru after his son falls into a coma from the drug. As the investigation grows grim, El Condor arrives from Peru to seek a cure and bring Damian to justice.
