Okayo is a roaming outlaw known as Benten because a prominent tattoo of the Buddhist Goddess of Love covers her back. Her persecutors are pursuing the tattoo and the skin bearing it as a bounty. While on the run, Okayo finds a safe haven with Seigaku, a mysterious shakuhachi player who bears his own tattoo, an image of Kisshoten, the Goddess of Prosperity.
